BEIJING, March 29 (Xinhuanet) -- Arab League chief Nabil Elaraby, head of the Libyan National Transitional Council Mustafa Abdul Jalil and Tunisian Premier Moncef Marzouki have all arrived in Baghdad for the Arab League summit to be held on Thursday.

Arab countries plan to call for the Syrian government to halt its crackdown on civilians, let in humanitarian groups and free detainees.

Earlier, Iraq's foreign minister Hoshyar Zebari rejected the possibility of outside intervention in Syria but said he supports the aspirations of the Syrian people for freedom. Speaking at an Arab League foreign ministers' meeting in Baghdad on Wednesday, Zebari also said Iraq supports efforts by UN-Arab league envoy Kofi Annan to end the one-year conflict in Syria.

Hoshyar Zebari, Iraqi FM, said, "We stress our full support to the aspirations and legitimate demands of the Syrian people for freedom and democracy and their right to determine their future, choose their leaders and the peaceful transition for power. We also condemn all acts of violence and killings. We demand a halt to the bloodshed. We are committed to the political solution and national dialogue and we reject foreign military intervention in the Syrian crisis."
